Pamlico Sea Base is the East Carolina Council’s premier high-adventure aquatic camp and year-round watersports destination. Situated on the scenic Pamlico River in eastern North Carolina, Sea Base offers Scouts, Venturers, Sea Scouts, and other outdoor enthusiasts unforgettable experiences on the water — from sailing and paddling to high-adventure expeditions and weekend programs.


At Sea Base, participants combine outdoor skill building with adventure and teamwork. Whether exploring coastal waterways by kayak, embarking on the Blackbeard Sailing Expedition (BSX), navigating inner-banks waterways, or participating in SCUBA certification and merit badge programs, Scouts gain confidence, leadership skills, and a deeper appreciation for the environment.


The base operates both summer week-long programs and year-round weekend adventures, allowing units to tailor their experience to their interests and schedule. Sea Base’s unique waterfront location makes it an ideal hub for water-based exploration, personal growth, and lifelong memories.
