Strategic Plan (2026–2030)
The East Carolina Council Strategic Plan outlines our vision and priorities for strengthening and growing Scouting across eastern North Carolina through 2030. Guided by the Scout Oath and Law, this plan focuses on expanding youth membership, developing strong volunteer leadership, enhancing programs and camps, and ensuring long-term financial sustainability.
Our vision is to be a beacon for Scouting—delivering adventure, character development, and leadership opportunities that prepare young people to become responsible citizens and leaders in their communities.
Strategic Priorities
The plan is organized around four key pillars:
- Growth & Retention – Serve more youth and strengthen unit success
- Human Capital Development – Recruit and train outstanding leaders and volunteers
- Calling All Scouts (Past, Present & Future) – Expand program appeal and engagement
- Funding the Plan – Ensure sustainable financial resources
Together, these priorities guide initiatives that enhance membership, program quality, camp experiences, leadership development, and community impact across the council.
Budget Overview
At East Carolina Council, transparency and responsible stewardship are essential to how we operate. Our annual operating budget outlines how resources are allocated to support the mission of Scouting America and ensure that youth across our communities have access to meaningful Scouting experiences.
This budget provides a general overview of the council’s projected revenue and expenses for the year. Funding comes from a variety of sources, including community donations, fundraising events, program fees, product sales, and other support from individuals and organizations that believe in the impact of Scouting.
Expenses within the operating budget support the delivery of Scouting programs and the infrastructure needed to sustain them. This includes areas such as program development, camp and property operations, professional and administrative support, volunteer training, insurance, and resources that help local units provide safe and impactful experiences for youth.
By sharing this information, the council aims to provide a clear picture of how funds are used to support leadership development, outdoor adventure, and character-building opportunities for young people. Every dollar invested helps ensure that Scouting remains strong, accessible, and impactful for the communities we serve.
